Tawanda A. Bailey

Tawanda A. Bailey is a long-time resident of Frederick County, Maryland and was appointed to the Commission in April 2016. She was elected 1st Vice-Chair in June 2018, serving two consecutive terms. On June 16, 2022, she was elected Chair of the Commission for Women.

She has co-chaired the Commission for Women’s Education and Outreach Committee, has served on the Voices of Maryland Women Listening Tour Committee and the Public Relations and Communications Committee, and has represented the Commission on the steering committee planning the annual Women Moving Forward Conference at the Maryland Correctional Institution for Women.

She has been an advocate for women and other vulnerable members of the community for her entire adult life.

Ms. Bailey is a small business owner of Bailey Massage and Wellness – specializing in chronic pain management and stress management.

She is presently a Compliance Officer with the Department of Howard County’s Fire and Rescue Services, responsible for implementation and oversight of the department’s compliance with State and Federal privacy regulations.

Over the course of her career, she has been involved with many health and social services programs providing services for adults and children, which include: Section 8 Housing, Rental Allowance Assistance, Office for Children and Families, Healthy Families Frederick, Heartly House and pre-hospital healthcare. In addition, she has mentored those in teen youth programs and was an advocate for victims of abuse.

She retired from Frederick County Government after 31 years of service in 2019.

Ms. Bailey is very active on numerous committees and boards in her community. She presently serves on the Board of Directors for the Frederick County Mental Health Association and sits on the Governance Committee. She is a volunteer Emergency Medical Technician with the United Steam Fire Engine Company and is a member of the Board of Directors. She mentors young ladies who have a passion for Fire and Rescue. She is a part of the Downtown Frederick Partnership focus group on Diversity, Equity and Inclusion.

Ms. Bailey is a 2020 graduate of the Frederick County Chamber Leadership Frederick Program. She received recognition from the Frederick County’s Commission for Women as “Up and Coming Woman of the Year” in 2020.

In her spare time, Tawanda enjoys traveling, hiking and spending time with her family and friends. She lives in Frederick with her husband of 22 years and has three adult children, and five grandchildren.
