Amanda L. Costley, Esq.
Amanda is an attorney in the Office of Legal Counsel for Baltimore City Public Schools in the Litigation Division. During her time as an attorney for City Schools, she has successfully defended the Board of School Commissioners, the school system, its employees, and City Schools’ school police officers in both state and federal court. She has successfully argued before the United States Court of Appeals for the Fourth Circuit and has written memoranda filed in the United States Supreme Court on behalf of City Schools. Additionally, she has successfully litigated multiple jury trials in the Circuit Court for Baltimore City and has helped City Schools save more than a million dollars during her time as a civil litigation attorney with City Schools.
Prior to joining City Schools, Amanda was a Senior Assistant State’s Attorney in Carroll County, Maryland. There, her area of practice and primary area of interest was the prosecution of sex crimes and child abuse offenses. She successfully prosecuted many sexual offenders resulting in hundreds of years of incarceration for these crimes. While a criminal prosecutor, Amanda partnered with the National Center for Missing and Exploited Children and its “Take 25” campaign, an initiative focused on heightening awareness about children’s safety issues where, in 2013, she developed a presentation titled “How to Protect Your Children From Sexual Predators;” a presentation she continues to give throughout the community upon request.
Amanda earned her Juris Doctor at the University of Maryland School of Law in 2005. She is currently barred in the State of Maryland, the United States District Court for Maryland, the United States Court of Appeals for the Fourth Circuit and the Supreme Court of the United States. She earned her B.A. in Communication Studies and Spanish from Towson University. Amanda is an active member of the Baltimore City Bar Association. She lives in Finksburg with her three children and enjoys running and training for half marathons. She has a strong interest in human trafficking investigations and prosecution and advocating on behalf of women and children. Amanda also has a passion for empowering and supporting working mothers.
