Court Appointed Attorney Program (CAAP)

Maryland is statutorily mandated to provide legal representation to children involved in Child in Need of Assistance (CINA) and Termination of Parental Rights (TPR) proceedings, and indigent alleged vulnerable adults in Adult Protective Services (APS) and Adult Public Guardianship Review Board (APGRB) proceedings statewide. The Maryland Legal Services Program (MLSP) is charged with ensuring that these vulnerable populations are provided with quality and continuous legal representation. The Court Appointed Attorney Program (CAAP) was established by MLSP to allow private attorneys statewide, to provide legal representation in cases where a conflict of interest in representation arises with an MLSP Provider. CAAP ensures that the rights of children and indigent alleged vulnerable adults are protected throughout the entire court experience in CINA and Adult proceedings.
