Adult Representation

The Maryland Legal Services Program (MLSP) is a program within the Office of the Secretary at the Department of Human Services, which oversees the legal representation of indigent alleged vulnerable adults involved in Adult Protective Services (APS) and Adult Public Guardianship Review Board (APGRB) proceedings in Maryland. Legal services for Adult Public Guardianship cases are secured by contract through a highly competitive and confidential procurement process. These contracts ensure that a high standard of legal representation is provided to indigent alleged vulnerable adults in Maryland. Legal representation is provided to these adult clients for the duration of their time in need, thereby enabling MLSP to maintain an efficient fee-based fiscally responsible payment structure through State contracts.

Pursuant to the Annotated Code of Maryland, Estates and Trusts Article, §§13-705 and 709, and Family Law Article, §14-404, the provision of legal services to indigent Adults, is a statutorily mandated service. MLSP is charged with ensuring that indigent alleged vulnerable adults are afforded all of the rights, entitlements and protections as defined under Maryland law. MLSP is required to provide compensation for attorneys who provide legal services, when the local Department of Social Services or the Office on Aging is a party to the case and the alleged vulnerable adult is indigent.
