Maryland Department of Human Services (DHS) Language Access Policy requires all Limited English Proficient (LEP) customers to receive timely, and meaningful access to all DHS programs and activities. If an individual has limited ability to read, write, speak, or understand English, they are limited English proficient, or “LEP.” Title VI of the Civil Rights Act of 1964 requires recipients of Federal financial assistance to take reasonable steps to make their programs, services, and activities accessible to eligible persons with limited English proficiency. All Local Department of Social Services (LDSS) must provide free language assistance services to all LEP customers or whenever an LEP person requests language assistance services. All DHS personnel must inform members of the public that language assistance services are available free of charge to LEP persons.

The Americans with Disabilities Act (ADA) prohibits discrimination against people with disabilities in several areas, including employment, transportation, public accommodations, communications, and access to state and local government programs and services.
