07.03.25.04 Critical Medical Needs Program – Application Process

The Department of Human Services is proposing regulatory changes to the Critical Medical Needs Program (CMNP) to reduce access barriers and expedite emergency utility assistance for medically vulnerable households. The proposed regulations were published in the September 4, 2026, issue of the Maryland Register, an online copy is available here: Notice of Proposed Action.
