Stacy L. Rodgers
Acting Secretary
Stacy L. Rodgers took office as the Acting Secretary of the Maryland Department of Human Services in April 2026.
She brings more than 35 years of experience to the job, working at every level of government and across the nonprofit sector. She served as the Baltimore County Administrative Officer from March 2019 to April 2024, She was the first African American and second woman in the role. Stacy oversaw daily operations, a $4.5 billion budget, and a workforce of about 10,000 employees.
Previously, Stacy was Director of the Baltimore City Department of Social Services and Deputy Director of Program Operations for the District of Columbia’s Child and Family Services Agency. She later served as Deputy Secretary for Programs for the Maryland State Department of Human Resources, where she oversaw all24 local Departments of Social Services.
Under President Barack Obama, Stacy was Senior Advisor to the Deputy Commissioner and Chief of Staff at the U.S. Social Security Administration (SSA). There, she oversaw strategic planning and daily operations for more than 64,000 member staff, 1,400 field and hearing offices nationwide, and a $12 billion operating budget. Under her leadership, SSA enhanced its online customer service, reduced wait times for hearings, and improved both its organizational and operational performance.
Stacy is a graduate of the Harvard University John F. Kennedy School of Government Executive Leadership Institute and the National Forum for Black Public Administrators (NFBPA) Mentor Program and Executive Leadership Institute. She holds a Bachelor of Arts in psychology from the University of Maryland, Baltimore County, and a Master of Public Administration from the University of Baltimore.
Stacy contributes her time, resources, and talents to numerous faith-based and civic organizations. She serves as National President of the NFBPA Board of Directors. Stacy was selected as one of Maryland’s 2022 Top 100 Women business leaders and inducted as a 2022 National Academy of Public Administration fellow. She was honored to serve as the winter 2022 commencement speaker for the University of Baltimore.
Stacy was recently named a Government Champion by Local Gov 250 and the National Academy of Public Administration. The national distinction recognizes only 250 individuals in or recently retired from government who exemplify “democracy at the doorstep” through “dedication, innovation, and the highest sense of public service.”
Stacy currently serves as Adjunct Professor at the University of Baltimore’s Schaefer Center for Public Policy.
