Tammy Bresnahan

Tammy Bresnahan is the Associate Director of Advocacy for AARP Maryland. She has over 25 years’ experience in Maryland state government specifically in health and social services programs that provide services for adults and children that include but are not limited to: child and adult protective services, temporary assistance to needy families, supplemental nutrition assistance program (SNAP/food stamps), energy assistance, Medicaid eligibility and other social services programs that provide a safety net for Maryland’s most vulnerable.

Since 2011 Ms. Breshanan has represented AARP Maryland before the Maryland General Assembly, state, federal and local governments advocating for programs and services for adults 50+.

From 2003-2011 she was the Executive Director of Government Affairs for the Maryland Department of Human Resources.  As Executive Director she advised the Department’s cabinet secretary on all legislative and regulatory initiatives for programs affecting children and adults. She has worked on passing laws, regulations, and implementing policy to protect individuals from abuse and neglect; maintaining utility costs; and to ensure that vulnerable adults and children have access to programs that provide the safety net.

Ms. Breshanan has been recognized with Governor’s Citations for leadership and commitment to the citizens of Maryland while in state service. She has also been recognized by the Maryland State Bar – Family and Juvenile Law Section as the 2010 Unsung Hero for Children for her role in the passage of the child support guidelines. In addition to these notable awards she has been recognized numerous times for “Outstanding Service” by the Department of Human Resources cabinet secretaries during her state career.

Ms. Breshanan has a Bachelor of Science Degree from Salisbury University in Political Science and Sociology. She has taken Master level courses in public policy and administration at the University of Maryland. Ms. Breshanan has lived in Anne Arundel County her entire life and for the past 17 years she has lived in Severna Park with her husband and their two children.
